William ("Bill") A. Perry, P.E., M.ASCE, President/Founder, has over thirty years of project management and project controls experience. His areas of expertise include: dispute resolution, commercial management, expert claims analysis, expert testimony, labor inefficiency analysis, delay analysis, delay damages assessments, and cost analysis. Bill engages in a hands-on approach to facilitating dispute resolution. This concept has enabled the settlement of numerous conflicts, avoiding litigation and saving clients from incurring significant legal costs.
Throughout his career, Bill has served as a designer, a general contractor, an owner, an owner’s representative, a general contractor’s representative and a subcontractor’s representative. This has enabled him to provide a unique and multi-faceted perspective on the commercial aspects and the claims process. He has accumulated significant experience on a variety of water, wastewater, infrastructure, and architectural projects, both private and public. He has been admitted as an expert in claims evaluation and delay damages assessments in state courts, and has participated in several arbitrations, mediations, dispute review board presentations and partnering sessions at various levels. He has performed program and project construction management, dispute resolution, analysis and resolution of change orders and claims involving delay and disruption, labor efficiencies, equitable adjustments, time entitlement analysis, merit determination and schedule delay mitigation analysis. Has also performed change administration and negotiation, correspondence review and response, litigation strategy and support.
He has extensive experience in representing owners, general contractors and subcontractors in managing the commercial aspects of construction and preparing or analyzing construction changes and claims to the degree necessary to help maximize and expedite resolution.
He holds a Bachelor of Science in Civil Engineering from Northeastern University and is a Registered Professional Engineer (PE) - Civil - in the state of Massachusetts.
Susan Grealy, Chief Operating Officer, has over 20 years of experience in the AEC
industry. Susan joined Perry to assist
with the growth that has occurred over the past 18 months, as well as to position
the firm for continued growth that has resulted from Perry’s solid reputation
in the industry. As COO, she is creating and
implementing short and long-term strategic goals, assisting with efforts to put

instrumental in optimizing and enhancing the infrastructure, increasing the

operations including technology, finance, human resources, marketing, and
administration – overseeing an IT consulting firm in the development and
implementation of new technology
infrastructure across the organization. As an entrepreneur,
Susan was the Founder of The Business Side, an operations and human resources
consulting firm that worked with founders/executives in various sectors to
launch their start-ups and implement long-range growth strategies. Her client
portfolio included construction management, commercial/residential real estate,
medical research, and globalization firms. Prior to running her own firm, she
was Vice President of Administration for Payton Construction.
She earned an MBA
and a Certificate in Entrepreneurship from Simmons School of Management, and a Bachelor of Science in Finance as well as a Certificate in Human Resources from Bentley University. She
served on the Simmons College School of Management Alumnae Association Board of
Directors for three years as COO, Treasurer/Clerk, and Associate Board Member.

Richard ("Rich") D. Maher, P.E., PMP, LEED AP, Sr. Associate, has over twenty years of experience in project management and controls. He has significant experience in providing clients with expertise in cost and schedule management and analysis, negotiations and resolution, payment and change order analysis, estimating and field controls. He has managed diverse projects ranging from small commercial projects to large government projects in both horizontal and vertical construction.
Rich has represented both owners and contractors on projects across numerous industries and continents. Vertical construction experience includes hospitality, office, educational, bio-pharmaceutical and power generation industries. Horizontal construction field experience includes temporary and permanent utility relocations including steam, water, drainage, gas, communication and electric, dam construction, post tension concrete viaduct bridges, mined tunnels, cut and cover tunnels, pile and drilled shaft foundations, slurry walls, support of excavation systems, underpinning, roadway construction and traffic detours, contaminated soils, and airside construction.
He holds a Master of Science in Civil Engineering from Northeastern University and a Bachelor of Science in Civil Engineering from the University of Massachusetts, Amherst. He is a registered Professional Engineer (PE) - Civil - in the State of Massachusetts, is a certified Project Management Professional (PMP) and LEED Accredited Professional (AP), and holds a Certification for School Project Designers & Owner's Project Managers in the state of Massachusetts.
Kevin D. Stepanick, Associate, is a seasoned construction professional with over twenty years of hands-on field experience on heavy civil and commercial construction. He has significant experience on numerous DOT bridge projects with a focus on cost, schedule, change orders and claims.
He holds an Advanced Diploma in Construction Engineering Technology from the Northern Alberta Institute of Technology in Edmonton, Alberta, Canada, as well as numerous certifications.
Daniel ("Dan") McCrave-Bessette, E.I.T., Associate, is an experienced
construction professional with over 13 years of progressively responsible experience as a general contractor in field construction project management and project controls.
He has solid experience on a variety of heavy civil construction projects ranging from the $86-million RIDOT Pawtucket River Bridge project, to the $66-million RIDOT
Providence Viaduct project, to the $2-million Boston Water & Sewer
Commission’s Combined Sewer Overflow project and several smaller public utility
and civil projects.
Dan received his Bachelor of Science Degree in Civil Engineering from the
University of Rhode Island and holds his Engineer In Training (EIT) certificate.
Sahil (“Sunny”) Sharma, Project Controls
Engineer, maintains an integral role of data compilation and analysis on our
scheduling and claims assignments. He is well versed in Primavera and
plays a key role in gathering critical milestone information and updating
monthly schedules for clients. He oversees and troubleshoots all aspects
of IT for the firm as well as maintains our social media platforms.
He received a
Bachelor of Science Degree in Mechanical Engineering and a minor in Computer Science from
Boston University in 2018.
